It is commonly believed that the Project Manager is responsible for the success or failure of a project – but is that actually true?

If a project is running over budget by a factor  of x3, and is late by months, or even years, was that the PM’s fault ? Or maybe it was a hopelessly optimistic project design, or an error in producing initial estimates.  Was it the lack of achievement by delivery ?

It will certainly impact those stakeholders providing the funding, but what responsibility lies with those who commissioned the work ?

As PM’s, strictly speaking our role is to represent the Project Sponsor, we should have no vested interest in the project outcome –  but to deliver well we do need to secure effective support from the Sponsor.
