Confidence in the accuracy of early-stage cost estimates is a recognised necessity for prioritising investment in Infrastructure projects and programmes. However, the difficulty in delivering this with a high level of confidence is well documented within the sector (Institution of Civil Engineers (2019), Infrastructure and Projects Authority (2019) ). Recent high-profile cases such as High Speed 2, Crossrail and Berlin Willy Brandt Airport have generated significant media attention, public criticism and questioning of public expenditure. The frequency and profile of these scenarios risks degradation of the estimating profession.

Mott MacDonald’s Cost Intelligence and Estimating function have focused on developing technical excellence, which is recognised in their work. This has enabled the teams to utilise new technologies and approaches to address long standing challenges in the industry through innovative solutions, such as their ‘Estimating Predictive Interval Costs’ (EPIC) tool which quantifies early-stage project estimate uncertainty. The success of this project, in collaboration with United Utilities (UU), at the Global Project Controls Awards for Innovation confirms their position as leaders in the field.

Patrick Clyne and Joshua Foulkes will present on how they approached and delivered analytics on UU’s data to provide insight and provide a level of accuracy around early stage project estimates.


Patrick Clyne is Technical Principal for Estimating and Cost Intelligence at Mott MacDonald, a global engineering, management and development consultancy focused on guiding clients through many of the planet’s most intricate challenges. Patrick is strong advocate for the role of data in improving performance within the infrastructures sector, and specialises in helping clients maximise the potential of their data to make improved investment and intervention decisions.

Joshua Foulkes is a statistician with an interest in delivering optimisation and automation based projects. His position at Mott MacDonald within cost intelligence enables him to work with clients and apply data science techniques, e.g. machine learning, to facilitate innovative solutions to long standing challenges.
